On the 1st, Municipal Party Secretary Shu Kezhi convened a special meeting to advance efforts to enhance the quality and efficiency of distinctive (foundational) industrial clusters.

Bu Kezhi and his delegation visited Zhenjiang Kangfu Bioengineering Co., Ltd., Jiangsu Chengyi Jinbu Automotive Components Co., Ltd., Tianning Fragrance (Jiangsu) Co., Ltd., and Xingwen Packaging Co., Ltd. They went straight to the production floor, where they conducted detailed inquiries into each company’s operations, technological processes, and development plans. At every stop, Bu Kezhi held discussions with enterprise leaders, gaining an in-depth understanding of the industry’s current state, as well as the development levels and trends of upstream and downstream firms and supporting service providers. He also carefully listened to companies’ needs and their suggestions for enhancing the quality and efficiency of industrial clusters.

During the course of advancing the work, Shu Kezhi chaired a special meeting, heard briefings from the Agriculture and Rural Affairs Bureau, the Commerce Bureau, and other relevant departments, and emphasized the need to pay close attention to small and micro enterprises as well as those that have long been rooted in Jurong. He called for further refining working mechanisms—ensuring overall coordination, clear objectives, and phased progress—and, through thorough research and comprehensive, objective assessments, accurately identifying and evaluating enterprises’ development needs. This will enable more detailed and concrete efforts to enhance the quality and efficiency of industrial clusters. To further advance this work, Shu Kezhi stressed that providing robust support to ongoing projects and enterprises in the pipeline is the foundation for strengthening industrial clusters. He urged intensifying project attraction, encouraging enterprises to increase investment and expand production, and cultivating more “ring‑main” enterprises. The agglomeration of industrial clusters is both an objective and a source of competitiveness; therefore, it is essential to leverage business‑to‑business and enterprise‑to‑enterprise linkages to foster clustering effects across the upstream and downstream segments of the value chain. A favorable business environment is paramount. We must uphold integrity: once commitments are made, they must be fulfilled, and promises kept, thereby addressing the real challenges faced by enterprises. Moreover, we should serve as information liaisons for supply and marketing, “collecting data across the entire network and delivering tailored insights on demand,” so as to provide targeted support for enterprise development.
